Where for sufficient reason attorneys for children to be appointed pursuant to the Family Court Act, section 249, cannot otherwise be designated as provided in section 243(a) of such act, the court may draw upon such panels as have been established by the assigned counsel plan for the First Judicial Department as if such panels had been separately established pursuant to section 243(c) of such act.
