The term expenses reasonably incurred, whenever used in this Part, shall not include normal office expenses such as local telephone service, postage, secretarial and other office overhead, or mileage for use of automobile, parking fees, taxi fares, etc., in traveling to a court, hospital or place of detention located within the City of New York and readily accessible by rapid transit.
