(a) Notwithstanding these regulations, should it, at any time, due to unique or particular circumstances or considerations, be necessary in relation to a particular project to except any methods, procedures or requirements of this Part to the extent not inconsistent with law, such exception shall be submitted to the State Director of the Budget for his approval prior to its effectiveness.
(b) Any and all amendments, modifications or repeals of this Part, to the extent not inconsistent with law, shall be submitted to the State Director of the Budget for his approval prior to their effectiveness.
