All mobile equipment not required to be equipped with lighted lamps, when traversing a terminal highway or other highways where vehicles are permitted to operate, shall be escorted by a following vehicle. The vehicle following the unlighted equipment shall be required to direct its lights on the equipment being escorted. In this manner, the unlighted equipment will be more visible.
