Section 1262.72 - Refueling service vehicles

(a) Brakes. Refueler service vehicles shall be equipped with a brake or engine ignition interlock designed to prevent moving of the vehicle until the hydrant hose and nozzle, as well as the refueling hoses and nozzles, are properly stowed in the nozzle stirrups.

(b) Piping, equipment, hose and nozzles. Section 1262.70(e) relating to composition of plumbing and accessory equipment shall be complied with. The refueling vehicle shall have a sytem of rigid piping joined together by welding, screwed fittings, or vitaulic gruv-a-grip or equal couplings, and if necessary or desirable, flexible hose connections. Flexible hose connections, if used, shall be of armored or protected type for gasoline, fitted with standard screwed or flanged pattern fittings affixed to the hose by standard internal expanding rings or machine pressed collars. All cargo lines and hose shall be hydrostatically tested when so required by the Port Authority to a pressure 50 pounds above the normal working pressure and so certified to the Port Authority in writing. No delivery hose or hoses shall be used except: Standard hose designed to handle gasoline or similar overwing refueling; provided that such hose shall be fitted with bronze hose fittings affixed by standard internal expanded rings or machine pressed collars, and self-closing nozzles with a static bonding wire and clip or jack securely fastened to insure a good bond. Evidence of approval of such hose, fittings and nozzle by a laboratory or testing establishment designated by the Port Authority shall be submitted when required.

(c) Fusible controls. On refueling service vehicles an automobile fusible control valve shall be installed in the produce line. The fusible control shall operate at a temperature not in excess of 212 degrees Fahrenheit and should preferably be installed in the piping between the produce inlet and the large filter.

(d) Emergency shut-off. On refueling service vehicles a manual emergency shut-off device with operating media outside of the vehicle body is to be provided on both sides of the vehicle.

(e) Flow control device. Unless provided in the hydrant pit, each refueler service vehicle shall contain a fuel pressure and flow control device actuated by a dead-man operating unit under the attendants' control during fuel transfer designed to control the flow and pressure into the aircraft.

(f) Refueling service hydrant interlock. The refueling service vehicle hydrant connecting and refueling hose shall be fitted with matching valves and so interlock with the vehicle braking system or ignition system as to render the vehicle immobile until the hoses are disconnected and properly locked in stirrups on the vehicle.
