No person shall enter upon the public landing area, public ramp and apron area, public passenger ramp and apron area or the public cargo ramp and apron area of an air terminal without permission except persons assigned to duty therein or authorized representatives of the Port Authority, or passengers entering upon the public ramp and apron areas for purposes of embarkation or debarkation.
