Part 1160 - COMMERCIAL GROUND TRANSPORTATION RULES AND REGULATIONS FOR THE LANDSIDE TERMINAL OPERATIONS AT THE BUFFALO NIAGARA INTERNATIONAL AIRPORT
Section 1160.5 - Traffic movement and restriction

(a) Passenger loading/unloading area. All commercial vehicles, whether concessionaire or nonconcessionaire, shall load and unload passengers and luggage at the areas designated by the airport manager.

(b) Commercial vehicle staging area. Access to the commercial vehicle staging area ("staging area") shall be limited to commercial ground transportation vehicles and other vehicles authorized by the NFTA. Loading of passengers in this area is permissible, but unloading of passengers is prohibited.

(c) Parking area. Hotel/motel and limousine/van operators may opt to pay a fee for the privilege of parking in designated areas at the airport. Parking in these areas will be on a first come-first serve basis.

(d) Loading/unloading/staging/parking area requirements. While occupying designated passenger loading, unloading, staging, and parking areas, all commercial vehicle drivers shall turn off their vehicle engines as required by applicable law.
