No aircraft, watercraft or motor vehicle shall be operated in a careless or negligent manner or in disregard of the rights and safety of others, or without due caution and circumspection, or at a speed or in a manner which endangers unreasonably persons or property or while the persons aboard controlling any part of the operation thereof, is under the influence of intoxicating liquor, or any narcotic or habit-forming drug, or if such aircraft, watercraft or motor vehicle is so constructed, equipped or loaded as to endanger unreasonably persons or property.
