Section 1152.3 - Licensing and registration

No vehicle shall be operated in, at or upon any terminal or terminal highway, unless:

(a) the driver thereof is duly authorized to operate such vehicle on State highways; and unless

(b) such vehicle is registered in accordance with the provisions of State law or unless it is especially authorized and registered by the authority to be operated in such area.
