No person shall operate a motor vehicle in or upon any part of a vehicular crossing unless he is duly authorized to operate motor vehicles in the State of New York, and no motor vehicle which is not registered or is not properly equipped for operation upon the public highways of the State in accordance with the provisions of the law of the State of New York shall be permitted in or upon any part of a vehicular crossing.
