(a) The quality of ground water shall be maintained in a safe and satisfactory condition, except where such uses are precluded by natural quality, for use as:
(1) domestic, agricultural, industrial and
public water supplies; and
(2) a
source of surface water suitable for recreation, wildlife, fish and other
aquatic life.
(b) Other uses may be designated by the commission.
