A vessel anchored or moored in the port or lying at the dock must at all times have at least one officer and such seamen on board or in charge thereof as will insure proper care of the vessel. If it becomes necessary in order to facilitate navigation or the commerce of the port or for the protection of other vessels or property, a vessel may be ordered to shift its position at a wharf, to change berths, or to vacate a berth by order of the commission at the expense of the owner, and owner and vessel shall be liable for all damages and costs that arise thereby.
