Every vessel lying alongside a wharf, from sunset until sunrise shall have every gangway brightly illuminated by the best available means as long as such gangway is in communication with the shore. All gear and cargo skids shall be uprigged at sundown, except during such time as they are actually in use, when they shall be brightly illuminated.
