The authority shall maintain files in its offices that will be available for public inspection of all environmental document review notices, memoranda of review, negative declarations, notices of determination, notices of completion of draft and final EIS's, notices of public hearing, draft and final EIS's and other decisions it has prepared or caused to be prepared. Copies of draft and final EIS's shall be available to the public at cost.
