Statement of Policy. Whereas, it is the policy of the New York City Educational Construction Fund to prohibit discrimination in employment because of race, creed, color or national origin and to promote the full realization of equal employment opportunity through an affirmative, continuing program of compliance by all developers and contractors doing business with the fund and their subcontractors, Part 900 is herewith promulgated. All contracts of the fund with any developer and/or general contractor (hereinafter referred to as the "contractor" shall contain the following provisions:
