Section 5903.3 - Preliminary proposals

(a) Before filing a proposal as provided in section 5903.4 of this Part, a preliminary proposal shall be filed with the executive director of the foundation on forms supplied by the foundation or as authorized by the executive director.

(b) The applicant shall adhere to schedules and guidelines established by the executive director for the submission of proposals.

(c) The preliminary proposal shall provide the title of the project, the name of the project director, a concise summary of the project, project duration, goal, budget and any other pertinent matters.

(d) The preliminary proposal shall be reviewed and evaluated by the foundation staff and appropriate consultants. Recommendations shall then be made to the executive director as to whether or not a full proposal should be invited, as provided in section 5903.4 of this Part.

(e) The executive director shall have the full power and authority to approve or disapprove the preliminary proposal. He shall notify the applicant of the approval or disapproval of the preliminary proposal and, if it is approved, shall invite the applicant to submit a proposal as provided in section 5903.4 of this Part.
