Section 5019.5 - Procedures governing inspection of records

The inspection and copying of records shall be made in the following manner:

(a) Requests by members of the public for access to records shall be made to the records access officer.

(b) Members of the public shall be required to submit any such requests on forms prepared by the records access officer. A request shall reasonably describe the records sought.

(c) Within five business days of the receipt of the request for a record reasonably described, the records access officer shall:

(1) make such record available to the requestor;

(2) deny such request in writing; or

(3) furnish a written acknowledgment of the receipt of such request and a statement of the approximate date when such request will be granted or denied.

(d) If the system determines to grant a request in whole or in part, and if circumstances prevent disclosure of the record to the requestor within 20 business days from the date of the acknowledgment of the receipt of the request, the records access officer shall state, in writing, both the reason for the inability to grant the request within 20 business days and a date certain within a reasonable period, depending on the circumstances, when the request will be granted in whole or in part.
