Part 4500 - Public Comment On Major Amendments To The Development Plan
Section 4500.4 - Procedures

(a) To the greatest extent possible, the procedures described in this Part shall be incorporated into other procedures that provide for comment at a public hearing on actions such as major amendments of the development plan. When a hearing on a major amendment to the development plan is required by laws, statutes or regulations other than this Part, that hearing may be combined with the hearing required under this Part, and a single hearing may satisfy the requirements of both this Part and such other laws, statutes or regulations (such as the State Environmental Quality Review Act and the regulations promulgated thereunder).

(b) Prior to the adoption by RIOC of a major amendment of the development plan, there shall be a public hearing at a suitable location on Roosevelt Island selected by RIOC, at which residents of Roosevelt island shall be afforded an opportunity to speak (subject to such reasonable time limits as RIOC or the person presiding at such hearing shall establish) and submit written comments on the proposed amendment of the development plan. One or more representatives of RIOC shall be present at such public hearing.

(c) Notice of such public hearing shall be published at least 14 calendar days prior to such hearing in the Roosevelt Island Wire (or such other newspaper circulated on Roosevelt Island as RIOC may designate).
