All floats navigating the canals shall comply with the provisions of the Inland Navigation Rules,[FN*] as published and amended by the United States Coast Guard, relative to the rules for floats passing each other, lights on floats and other matters consistent with the proper use of the canal, except as otherwise provided in this Chapter. Any person violating this section shall be subject to a penalty of not to exceed $100 for each offense.
