(a) Sections 5.21 through 5.34 of this Part, inclusive, are designed to effectuate the purposes of the Waterfront Commission Act, as amended and supplemented and to prevent the circumvention and evasion thereof. In particular, these sections are designed to improve the conditions under which security officers and supervisory security officers are employed, to eliminate irregularity of employment, and, in accordance with the public policies of the States of New York and New Jersey, and to provide fair and equal employment opportunities by establishing a systematic method of hiring and providing adequate information to port watchmen as to availability of employment opportunities and to waterfront employers as to the available port watchmen within the port.

(b) Sections 5.21 through 5.34 of this Part, inclusive, are not designed and should not be construed to be in conflict with the provisions of article XV of the Act.
