Section 18.17 - Unapprovable vouchers

(a) In any case where the Comptroller determines that a voucher delivered to the Comptroller's offices is not an approvable voucher because of a defect in the invoice or the voucher submitted by the agency, the Comptroller shall either:

(1) reject the voucher and return it to the agency; or

(2) make the appropriate adjustment to the voucher.

(b)

(1) Where the Comptroller rejects a voucher the Comptroller shall send notification to the agency that the voucher has been rejected for further information.

(2) Where a voucher is rejected pursuant to paragraph (a)(1) of this section because of a defect in the invoice submitted by the contractor, upon correction of the invoice, the MIR date of the corrected invoice shall be determined pursuant to section 18.14 of this Part.

(3) Where a voucher is rejected pursuant to paragraph (a)(1) of this section because of an error in the voucher submitted by the agency, the MIR date shall not be changed, but the date of receipt of an approvable voucher shall be the date that the voucher, properly adjusted, is received by the Comptroller.

(c) Where an unapprovable voucher is corrected, as described in paragraph (a)(2) of this section, the MIR date shall not be changed, but the Comptroller may make an appropriate adjustment to the date of receipt of an approvable voucher.
