In the event that any military voter personally appears to register at any board of elections before, during or subsequent to central registration, such military voter shall be furnished with an application (Form No.

1) [see Appendix 2, infra] for completion by him and his name entered in the register of voters or on the registration records and copy of such Form No. 1 must be forwarded to the division.
