(a) Each rule submitted for filing to the Division of Administrative Rules must substantially conform with the outline style used by the Official Compilation of Codes, Rules and Regulations of the State of New York.

(b) The outline style used by the Official Compilation of Codes, Rules and Regulations of the State of New York is as follows:
