A notice submitted for publication in the State Register in relation to rule making action subject to the provisions of the State Administrative Procedure Act shall specify the subdivision of the applicable section of law authorizing the taking of such action. If the section does not contain any subdivisions, a statement such as "(not subdivided)" shall follow the citation of the section. If the statutory authority is a chapter of the laws not reflected in any consolidated or unconsolidated law, the chapter law and the bill section thereof shall be cited.
