(a) Any manufacturer or distributor that sells, markets, processes or merchandises goods, wares and articles that have already been authorized to be identified as blind made products by the commission and have been permanently affixed with official stamps by a registered manufacturer or distributor, need not apply to the commission for registration and authorization to use official stamps to identify such goods, wares and articles as blind made products.

(b) Manufacturers and distributors of authorized blind made products shall permanently affix the official stamp to each authorized blind made product which has been issued such official stamp by the commission.

(c) Official stamps shall be prominently displayed on the face or surface of each authorized blind made or processed product offered to be marketed, merchandised or sold, so that the same is readily identified as an authorized blind made product.
