Section 680.1 - Position specifications

(a) The State Department of Social Services and each local social service district shall maintain current written position specifications for all paid and volunteer positions established within the local social service district.

(b) Position specifications for local social service district positions shall contain as a minimum:

(1) a position title;

(2) a list of typical work activities;

(3) a statement of knowledge, skills, abilities, and personal characteristics required for satisfactory performance; and

(4) the minimum training and/or experience qualifications of the position.

(c) Minimum qualifications of local social service district position specifications shall comply with any minimum qualifications specified by Federal or State law, rule or regulation.

(d) Local social service districts, in consultation with the local civil service commission, or, in the absence thereof, with an equivalent local classifying authority, shall submit proposals for new or revised position specifications to the department for approval prior to final adoption by the appropriate local classifying authority.

(e) Position specifications submitted to the department by local social services districts will be reviewed for consistency with general accepted professional standards, for internal consistency, for format, for compatibility with equal employment opportunity, for adherence to programmatic requirements, and for conformity with applicable Federal and State laws, rules, regulations or policies. The department in approving local social services district position specifications will given due regard to the variation among local social services districts in regard to recruitment fields, available resources, and customary usage.

(f) All local social service district position specifications in effect and approved prior to the enactment of this section as hereby amended shall remain in full force and effect until and unless new specifications are created pursuant to the terms of this section.
