Section 629.1 - Reimbursement for Jobs Opportunities and Basic Skills (JOBS) training program

(a) Reimbursement for JOBS training program activities and related supportive services must be claimed on schedules and in formats prescribed by the department and in accordance with department directions set forth in section 600.2(g) of this Title. Amounts subject to reimbursement pursuant to title IV-F of the Federal Social Security Act or which may be claimed under other programs for which there is federal participation as described in section 600.2(j) of this Title must be claimed in a manner that results in receipt by the State of the greatest amount of Federal financial participation available or, alternatively, must be claimed in a manner that does not increase the amount of State reimbursement to be paid above the amount that would be paid if the maximum amount of federal financial participation were received.
(b) Expenditures made by social services districts for JOBS training program activities and related supportive services are subject to reimbursement by the State in accordance with:
When Federal financial participation is available for the JOBS training program and related supportive services, Federal funds must be claimed in a manner that results in the maximum amount of Federal financial participation or must be claimed in accordance with department directions set forth in section 600.2(g) of this Title.
(c) Federal financial participation must be claimed for administrative and other expenditures made by social services districts which related to JOBS training program activities. Such claims will:
(d) Any available Federal financial participation must be claimed for administrative expenses incurred in providing reasonable and necessary supportive services to enable participants to accept employment or participate in education, training and employment activities under the JOBS training program as described in Part 385 of this Title. State reimbursement for child day care assistance expenditures made pursuant to the provisions of section 131-a (6) of the Social Services Law may be claimed in accordance with the provisions of section 153 (14) of the Social Services Law.
(e) Amounts expended for administration of JOBS training program activities as described in Part 385 of this Title must be claimed in accordance with department directions set forth in section 600.2(g) of this Title. Such activities include, but are not limited to, expenditures for:
(f) In accordance with the provisions of section 153 (13) of the Social Services Law, and with the approval of the Director of the Budget, the department may distribute any additional Federal funds properly received or to be received and not otherwise expended for the JOBS training program pursuant to title 9-B of article 5 of the Social Services Law. The distribution of such funds will be made in accordance with department directions set forth in section 600.2(g) of this Title. Such directions will be prepared from time to time when the department determines that there are any such Federal funds not otherwise expended for the JOBS training program and will be devised in a manner that establishes a means of distribution that is consistent with the policies and purposes of the JOBS training program as set forth in section 331 of the Social Services Law.
