(a) No claims for reimbursement under the ADC program shall be supported solely with State funds if Federal participation is available for such claims.

(b) Any claims for reimbursement for assistance provided under a program for which Federal participation was available, but which were not reimbursed, and which were properly made at the time they were claimed, may be reclaimed as ADC for which there is no Federal participation available if the claims were appropriate at the time they were originally submitted, provided the revised claim is timely and an adjustment is simultaneously submitted to the department to reduce the original claim.
