Section 493.12 - The record

(a) The record will include:
(1) all notices, pleadings and
intermediate rulings;
(2) the
transcript or recordings of the hearing;
(3) exhibits received into
evidence;
(4) matters officially
noticed; and
(5) the findings of
fact, conclusions of law and recommended decision of the hearing
officer.
(b) After the hearing has been concluded, the hearing officer must submit findings of fact, conclusions of law and a recommended decision to the commissioner or the commissioner's designee. Findings of fact must be based exclusively on the record of the hearing.
