Section 482.3 - Approval of application

The application shall be approved when it is established that the applicant has complied with the regulations of the department and all statutory and other regulatory requirements pertaining thereto, including but not limited to requirements as to public need for the facility or program, adequate financing and qualifications of the board of directors, officers and stockholders. Upon approval, the department shall issue to the applicant a certificate of approval under the seal of the department.
