Upon oral or written request, such services shall be provided promptly, within 30 days of the request, to eligible persons to enable them to utilize family-planning medical and education resources. They are to be provided directly by services staff or by referral to a licensed family-planning center or clinic.

(a) Social services means helping and enabling eligible persons to utilize the educational and medical resources available, including help as needed and requested with related personal problems, with selecting the appropriate resource and with facilitating arrangements such as transportation.

(b) Social services may be purchased by a social services department from a licensed family-planning center or clinic.
