Section 459.5 - Eligibility for services

(a) Age. The age of each senior citizen shall be verified by the senior citizen center and the nature of such verification (i.e., senior citizen's reduced transportation or reduced theatre admission card, Social Security - Medicare entitlement, birth certificate, driver's license, etc.) shall be recorded. In the case of spouses under 60 years of age, the age of the other spouse and their marital status shall be verified.

(b) Group eligibility. The State shall determine eligibility on a group basis if, upon consideration of the following factors--nature of the service and geographic area in which the service is provided--they can reasonably conclude without individual determination that "substantially all" (i.e., no less than 75 percent) of the members of the group who receive social group services for senior citizens are members of families with monthly gross incomes of not more than 90 percent of the then-in-effect State median income, adjusted for family size.
