The activities specified in section 485.3, 485.4 and 485.5 of this Part are available only to persons who are in receipt of supplemental security income or home relief and to persons with incomes which do not exceed 150 percent of the Federal income official poverty line as defined and annually revised by the Federal Office of Management and Budget.
