(a) There shall be provision for leisure activities and planned recreation.

(b) Recreation programs shall include sports and cultural activities.

(c)

(1) One designated staff member who has currently authorized Water Safety Instructor's certificate from the American Red Cross, or from an equivalent certifying organization, shall be responsible for the general operation of a swimming pool or bathing beach operated by the institution.

(2) Children participating in swimming pool or bathing beach activities shall at all times be supervised by at least one individual who has a currently authorized certificate of advanced lifesaving or of Water Safety Instructor from the American Red Cross or its equivalent from another certifying organization.

(3) Additional safety precautions shall be taken for children with special problems.
