(a) The commissioner of social services in each social services district must conduct a continuing publicity and education program for local district staff, persons required to report and any other appropriate persons, to encourage the fullest degree of reporting of suspected child abuse or maltreatment and to develop public support for the prevention of child abuse and maltreatment. The program must include, but not be limited to, responsibilities, obligations and powers under this Title, as well as the diagnosis of child abuse and maltreatment and the procedures of the child protective service, the Family Court and other duly authorized agencies.

(b) In the furtherance of its responsibilities under subdivision (a) of this section, each social services district must make current procedural manuals and service directories available to employees of the district's child protective service, service providers and professionals involved in the prevention of child abuse and maltreatment.
