Section 393.1 - General

(a) HEAP is a State supervised program to assist eligible low-income households in meeting the costs of home energy. Home energy means a source of heating in residential dwellings.

(b) Each social services district shall administer HEAP in accordance with applicable Federal and State statutes and regulations, the federally accepted State Plan, the HEAP manual and applicable releases of the New York State Department of Social Services.
