Each agency shall:

(a) provide a staff development program for all levels of social services staff or make arrangements with other agencies, with this department, or with educational facilities for the provision of such training. Such training activity should be initiated simultaneously with the classification of cases to assist staff with the proper identification of problems and to prepare case workers to provide the necessary services;

(b) provide for the selection of workers, case supervisors and consultants best qualified by education and experience for work in relation to the defined problems of families and adults and shall secure, as available, professionally qualified supervisors, consultants and workers to provide preventive and rehabilitative services in relation to serious problems of families and adults.
