(a) Responsibility for determining initial and continuing eligibility of a family group consisting of veterans and nonveterans may be assigned either to the veteran assistance division or to the division that serves nonveterans, except that SSI or FA cases shall not be assigned to the veteran assistance division unless such division has been authorized to administer the Federal categories of public assistance.
(b) The case recording shall be of sufficient substance to provide a basis for determining eligibility, continuing eligibility and degree of need for each separate case.
