(a) Eddy Street. The eastbound and westbound roadways of Eddy Street from the Scott Paper Company main gate easterly to US Route 4, a distance of 0.17+- mile (900 feet).

(b) US Route 4. The northbound and southbound roadways of US Route 4 from Eddy Street southerly to Route 197 (RM 1105+- to RM 1107+-), a distance of 0.24+- mile.

(c) Route 197. The eastbound and westbound roadways of Route 197 from US Route 4 westerly to the Washington-Saratoga county line (RM 1000+- to RM 1003+-), a distance of 0.30 mile.
