(a) IR 81. The northbound and southbound roadways of IR 81 between the Oswego-Jefferson county line and the New York - Canada line in the Villages of Adams and Mannsville, and Towns of Ellisburg, Adams, Hounsfield, Watertown, Pamelia, Orleans, Theresa, LeRay and Alexandria.
