Section 18-b of the Transportation Law establishes the State Transit Operating Assistance program and authorizes the Commissioner of Transportation to prescribe rules and regulations to effectuate the purposes of the statewide mass transportation operating assistance program and to define terms necessary to carry out that program. Annual appropriation language has consistently modified section 18-b of the Transportation Law and provides additional authority regarding program rules and regulations.
