Part 508 - Self-insurance Rules
Section 508.2 - Definitions

Whenever used in this Part unless otherwise expressly stated or unless the context requires a different meaning, the following terms shall have the meanings set forth or indicated:

(a) Commissioner means the Commissioner of Transportation of the State of New York.

(b) Department means the New York State Department of Transportation.

(c) Carrier means any person or corporation described in section 508.1 of this Part.

(d) Self-insurer means any carrier who adjusts and is ultimately liable for payment of all or part of the bodily injury, property and/or cargo damage claims resulting from the operation, maintenance or use of a motor vehicle.

(e) Self-insurance fund means a deposit in a New York State bank or trust company consisting of cash or government securities to be used for payment of bodily injury, property and/or cargo claims or judgments.
