Carriers submitting applications to the commissioner which are also subject to the jurisdiction of the Federal Motor Carrier Safety Administration or other federal or state commission or agency shall state at the time such application is submitted whether or not a corresponding application has been submitted and whether or not action has yet been taken thereon.
