Section 131.6 of this Part shall govern the accommodation of utilities on highways with partial control of access. However, where safety and operational considerations permit, and where serious engineering and/or financial considerations so warrant, the department in its discretion may authorize the application of any or all of the provisions in section 131.8 of this Part. Any permit issued by the department may contain additional provisions to insure that the utility facility or its installation does not interfere with the free and safe flow of traffic, otherwise impair the highway or conflict with its maintenance or conflict with applicable laws or regulations.
