Section 31.4 - Submission of evidence

(a) Evidence of financial responsibility shall be submitted to the department at the following address:

Major Petroleum Facilities Section

Accounting and Fiscal Services Bureau

New York State Department of Transportation

1220 Washington Avenue

Building 5, State Campus

Albany, New York 12232

Submission to the department shall not occur until actual receipt by the department.

(b) Should the department find the evidence of financial responsibility submitted by an owner or operator of a major facility or vessel to be unacceptable or insufficient, the department shall notify such owner or operator within 15 days of submittal or within 15 days of the department's receipt of material or information which renders such evidence on file with the department unacceptable or insufficient, as the case may be.
