A permit must be obtained from the appropriate governmental authority having jurisdiction for any organized rally, race, exhibition or demonstration of limited duration, which is conducted according to a prearranged schedule and in which general public interest is manifested, except that no such permit shall be required for an event which is held entirely on private property within a designated area. The local governmental authority having jurisdiction may establish safety requirements with respect to protection of the participants and observers for any event for which a permit is required.
