(a) Every motor vehicle and trailer registered in this State is required to be inspected prior to midnight of the expiration date printed on its current inspection sticker or if no expiration date is printed on the current inspection sticker, then it is required to be inspected within one year from the last day of the month punched. Upon the casual (non-dealer) sale or transfer of a motor vehicle, any certificate of inspection issued prior to the date of the sale or transfer shall be deemed invalid. Every motor vehicle and trailer must be inspected upon change of registrant.
