Section 59.3 - Requirements

(a) Every bicycle sold at retail for the first time shall be equipped with either reflective tires or spoke mounted wide angle reflex reflectors. A reflective tire or a spoke mounted, wide angle reflex reflector shall meet specifications of the Consumer Product Safety Commission (16 CFR part 1512).

(b) No person shall submit reports or samples of reflective devices.

(c) For the purposes of this Part, only bicycles with at least two wheels larger than 16 inches (48.26 centimeters) shall be considered bicycles.
