Section 32.1 - Background

This Part in conjunction with Part 34 of this Title will promote the health, public safety and welfare of the driving public and help ensure that all motor vehicles that are registered in New York State have the required motor vehicle liability insurance. Adherence to the requirements of this Part by licensed agents, brokers, agencies, insurance companies and the New York State Automobile Insurance Plan (NYAIP) will facilitate the compatibility of policyholder and vehicle information maintained by insurance companies and the Department's registration file and insurance database records thus enabling:

(a) the creation of an accurate and up-to-date insurance information database for all New York State registered vehicles in accordance with the requirements of the Department's Insurance Information & Enforcement System (IIES);

(b) identification of uninsured motor vehicles;

(c) application of the department's administrative sanctions;

(d) use of the database information as a new tool for on-the-road law enforcement; and

(e) the virtual elimination of ID card fraud.
