Section 31.2 - Procedure for issuance

If such certificate is to be used by the insured for the purpose of securing the issuance of a motor vehicle registration, the certificate shall be given to the insured, as soon as practical, except that if the effective time of coverage is other than 12:01 a.m., such certificate shall not be given to the insured until such time has been reached. If the certificate is not to be used for the purpose of securing the issuance of registration, the insurer, employee, or agent, or authorized representative, shall, as soon as possible, but in no event later than 14 calendar days after such policy or binder becomes effective, file the certificate of insurance directly with the Commissioner of Motor Vehicles, by mail or personal delivery, at his office at Albany, N.Y. (financial security subsection).
